For the past several decades, developing countries have been working to improve the quality of primary care services and make them more accessible. To be effective, these changes require a general framework, which is scarcely promoted by the often highly centralized functioning of healthcare systems and by pressures related to performance. Based on our conviction that there is no single model, we prefer to seek tailored solutions in which the professionals involved are included in developing and implementing changes. Decision-makers and professionals work hand-in-hand to design measures to support change, such as remuneration and funding methods or information systems. This helps to ensure that transformations are appropriate to the specific context in which they are implemented.
