HUMAN RESOURCES: PLANNING AND MANAGING FOR COMPREHENSIVE CONTROL OF ACTIVITIES

WITH A HIGH DENSITY OF HUMAN RESOURCES, HEALTHCARE ORGANIZATIONS PERFORMANCE IS VERY MUCH DEPENDENT ON THEIR PERSONNEL.

The problems raised by human resources are as plentiful as they are complex, as the ministries of health with whom we have worked can attest. They have had to deal with numerous challenges such as:

• the availability and distribution of personnel;
• the training and development of all categories of personnel;
• the regulation of professional activities;
• the working conditions of personnel, and sub-optimal application of knowledge;
• the competencies and skills of available human resources;
• the phenomena of resource migration.

Besides exacerbating other constraints, such as staff shortages, these problems slowed down all processes for organizing and improving the supply of healthcare services. Together, we found ways to remedy the situation by reinforcing the planning and management of all aspects related to human resources. By identifying critical points and devising solutions tailored to each stakeholder’s needs, not only were the ministries of health involved able to better control their human resources, but this improvement then had positive repercussions on all their activities. Our goal is to bring all our collaborators into this “virtuous cycle”.

  • Supporting the development and implementation of public policies and strategies for human resources;
  • evaluating human resources management practices at different levels (central, intermediate and local);
  • developing methods and tools for manpower planning and management tailored to different contexts and needs, including information systems and computerized databases;
  • training and suporting the users of such tools, and help those in charge of human resources to master their roles;
  • carryng out applied research to validate approaches to better understand and resolve identified problems;
  • evaluating the repercussions of broad social, economic, political, and technological trends on human resources and their management.
